I have to scroll all the way down to see it. It is neat, but I think you'll have to adjust the size so it fits better!
I need to also learn how to change my margins. I can't stand that I have to scroll all the way down to see my sidebar.
When you add something that is too big, like the new marqee, Blogger makes it fit by putting it at the bottom where there is no competition. If you can make your marquee a little smaller, which might be easier than finding the proper blogger code, it should fit up top where you want it.
